Funded PFI Benchmarking Helpdesk now available to contracting authorities
Many PFI projects with PFI Benchmarking requirements need support with understanding the process and interpreting the information supplied by the SPV in the Benchmarking Reports, generally submitted every five years.
The PFI Benchmarking Helpdesk, is a support service funded by the IPA (Infrastructure and Projects Authority) and aims to provide a Benchmarking advice and support helpdesk to all contracting Authorities with operational PFI contracts. This is available as a planned approach, for contracting authorities who are approaching benchmarking, or a reactive response, where benchmarking has already commenced.
The PFI Helpdesk is provided by Local Partnerships and can provide up to 2 days of support per project with the following:
Reactive Response
For authorities where the SPV have already commenced the benchmarking review and require support in responding.
– Review of any benchmarking reports received to ascertain and report on:
- Compliance of process
- Compliance of timescales
- Compliance of comparators
- Make recommendations on next steps
– Development of a project specific PFI benchmarking ‘Provisions Guide’ detailing the project specific requirements for benchmarking
Planned Response
For authorities where they are taking a proactive approach to planning and agreeing scope and methodology with the SPV.
- Development of a project specific PFI benchmarking ‘Provisions Guide’ detailing the project specific requirements for benchmarking
- Support with the methodology for calculation of current cost of tested services
- Review and report on any notable outcomes of previous benchmarking/market testing exercises
- Define required scope and process to the followed
- Support with a Benchmarking scoping meeting with LA and/or SPV to define required outcomes
