PFI Expiry: How London boroughs can get ahead

Local Partnerships is pleased to announce the release of the new report, PFI Expiry: How London Boroughs Can Get Ahead, developed in collaboration with Future of London, Devonshires, and Airey Miller.

It offers essential guidance for London boroughs facing the challenges of Private Finance Initiative (PFI) contract expiries. It provides clear, actionable strategies designed to help local authorities navigate the complexities of the expiry process while capitalising on opportunities to improve public services.

Drawing on extensive research conducted throughout 2024, including desk studies, interviews, and roundtable discussions with borough directors and officers, the report identifies five critical “factors for success.” These insights aim to support boroughs in minimising risks, ensuring a smooth transition, and delivering enhanced service outcomes.

Michael Berrington, Director – Commercial said:

“It has been a genuine pleasure to collaborate with Future of London on this vital report addressing PFI in London. Their research approach and collaborative forums have successfully brought to light the key issues London boroughs face when managing the expiry and handback of PFI projects. With so much advice and so many perspectives in the market, there is a real risk of confusion. However, this report cuts through the complexity, providing clear, actionable guidance with its five ‘factors for success.’ I would be delighted to discuss how Local Partnerships can support public sector bodies with their PFI schemes.”

The report is an invaluable resource for London’s local authorities, equipping them with the expertise and tools needed to effectively manage PFI contract expiries, mitigate risks and ensure the continued delivery of high-quality public services.
