Swansea Council Optimises Energy Efficiency
Swansea Council’s Re:fit project has optimised energy efficiency, reducing annual CO2 emissions by 379 tonnes and achieving cost savings through comprehensive upgrades across its facilities.
As part of its commitment to improving energy efficiency, Swansea Council has implemented a series of measures aimed at reducing CO2 emissions while achieving significant annual cost savings.
The Challenge:
Swansea Council is the local authority for the city and county of Swansea, one of the principal areas of Wales with a population of 318,000 (2024 data). The Council’s project goals were to apply the Re:fit framework to improve the energy performance of its assets including energy efficiency upgrades, energy generation and reduced CO2 emissions while generating annual cost savings. Local Partnerships exclusively provides support to users of the Re:fit framework nationwide.
The Solution:
A comprehensive survey was undertaken to address the Council’s needs and develop solutions. The project then included the design, procurement, installation, modification, commissioning, and training for the Energy Conservation Measures (EMCs) to upgrade its energy infrastructure. Works included:
- Implementation and project management.
- Installation of LED lighting and controls.
- Upgrade of Building Management Systems.
- Optimisation of Variable Speed Drive.
- Electric heater conversion.
- Installation of Solar PV.
- Improvements to building fabric.
- Optimisation of heating controls, fan, compressor and pump.
The Impact:
Improvements delivered through the Re:fit framework made a critical step towards the Council’s decarbonisation goals. The sites where ECMs were implemented have seen a 2% reduction in annual energy costs and an estimated annual carbon reduction of 379 tonnes. Upgrades to ageing energy infrastructure are extending its lifespan, enhancing operation of existing equipment, and lowering annual maintenance costs. Additionally, these improvements have improved comfort levels for staff and building occupants, while ensuring efficient use of Council funding.
These schemes have led to a huge reduction in our overall energy consumption, which is massively important. We’ve delivered some huge ECM projects, including Solar PV, Air Source Heat Pumps, building fabric improvements and lots of others.
