Local authorities had been asked whether they had included climate as a corporate risk and whether their services and assets were prepared for extreme weather becoming the new normal. The reality of climate change was no longer distant; it had already arrived.

As England moves toward implementing Simpler Recycling for households, local authorities will need to introduce separate food waste collections. This expert-led session explored how councils can effectively plan, procure, and deliver these new services.

Nearly all the UK’s local authorities have adopted a net zero target, be that for 2030, 2050 or somewhere in between. But with 80%+ of an organisation’s emissions typically arising from the goods and services it purchases (rather than from its own buildings, vehicles etc.), getting close to net zero isn’t possible without looking at our purchasing processes and decisions.

In what could be a technical and complex area, the Managing Supply Chain Emissions webinar provided a practical introduction to some of the challenges and opportunities of addressing supply chain emissions.

Transforming Your Council to Identify Climate Risk and Embed Climate Resilience

Many councils had committed to net zero, but embedding climate resilience into whole-organisation transformation remained a major challenge. This session explored how local authorities successfully integrated climate risk into their strategic planning and addressed the significant impacts on future service delivery.

Emma Bull, Assistant Director – Climate at Local Partnerships, and Emily Bolton, Climate Crisis Strategy Manager at Cambridgeshire County Council, shared their experience implementing Local Partnerships’ Climate Adaptation Toolkit. They reflected on the key steps taken, challenges encountered, and best practices that emerged while embedding climate resilience across council operations.

The session focused on essential considerations for whole-council transformation to ensure services were future-ready. Attendees gained practical insights and takeaways that supported their own work, with the following key questions addressed:

• How did they begin to consider climate within large-scale transformation projects?

• What collaborations proved crucial to their success?

• What were the impacts for the council and local communities?

• How were colleagues engaged throughout the process?

Ynni Cymru funding Webinar – £10 million capital funding for Smart Local Energy Systems (SLES)

Ynni Cymru is once again launching a £10 million capital grant scheme for smart local energy system projects. 

The competitive process will be open to the public sector, voluntary/community/social enterprise sectors and SMEs based in Wales, and all projects will have until 31 March 2026 to deliver. 

Successful projects will combine renewable energy technology with energy storage to power general operations, heat or transport, and/or use data and controls to efficiently and effectively manage power consumption.

It is likely to involve a range of senior officers within any authority depending on the size and importance of the contract. Supplier negotiation is therefore a capability that will need to be identified and supported in both corporate and service delivery teams.
