Local authorities had been asked whether they had included climate as a corporate risk and whether their services and assets were prepared for extreme weather becoming the new normal. The reality of climate change was no longer distant; it had already arrived.
As England moves toward implementing Simpler Recycling for households, local authorities will need to introduce separate food waste collections. This expert-led session explored how councils can effectively plan, procure, and deliver these new services.
What you will learn:
- insights on planning and delivering a successful roll-out, with practical advice on procurement, contracts and securing sustainable offtake routes
- how to create a culture of food waste separation through effective communication, behaviour change, and community engagement
- how to address the challenges of urban environments, including flats and HMOs
This LGR webinar from Local Partnerships, with contributions from councils who have been through the process, explores the “no-regrets” actions you can take now to save time, money and stress later.
Every journey through LGR (Local Government Reorganisation) is different, but the challenges and uncertainty are familiar to all.
This session offers practical guidance for councils navigating LGR, focusing on the crucial period between submission and decision. There is particular emphasis on Programme Management Office (PMO) setup and data collection and analysis.

Nearly all the UK’s local authorities have adopted a net zero target, be that for 2030, 2050 or somewhere in between. But with 80%+ of an organisation’s emissions typically arising from the goods and services it purchases (rather than from its own buildings, vehicles etc.), getting close to net zero isn’t possible without looking at our purchasing processes and decisions.
In what could be a technical and complex area, the Managing Supply Chain Emissions webinar provided a practical introduction to some of the challenges and opportunities of addressing supply chain emissions.
Joining Edward Barlow was the Procurement Solution Lead of Oxygen Finance, Debbie Lyons. This webinar was provided as part of the Strategic Partnership between Local Partnerships and Oxygen Finance.
Local Government Reorganisation (LGR) is transforming how waste and resource services are delivered, bringing complex challenges around contracts, infrastructure, staff, and service continuity. Our Navigating Waste and Resource Services through LGR Waste Toolkit provides both strategic and operational guidance, offering clear frameworks, checklists, and practical tools to help authorities manage change confidently and effectively.

The LGA, in partnership with the Crown Commercial Service, hosted a virtual event showcasing the latest updates to the Greenhouse Gas Accounting Toolkit and Waste Emissions Calculator. Attendees learned how these easy-to-use tools help local authorities report emissions accurately, cost-effectively, and in line with evolving reporting requirements.
As the energy landscape evolves, battery energy storage is emerging as a key solution for organisations looking to enhance their energy efficiency, reduce costs and participate in new revenue opportunities.
Ynni Cymru has developed a new Wales Energy Storage Tool designed specifically to help Wales to explore the feasibility of installing a Battery Energy Storage System (BESS).
This innovative tool allows users to assess whether battery storage makes financial sense for their site, estimate the potential return on investment and understand how much revenue they could earn from participating in key energy market streams. Whether you already have renewable generation or are planning new installations, this tool can provide the insights you need to make informed decisions about integrating battery storage into your energy plans.
HWDI: How We Did It
Transforming Your Council to Identify Climate Risk and Embed Climate Resilience
Many councils had committed to net zero, but embedding climate resilience into whole-organisation transformation remained a major challenge. This session explored how local authorities successfully integrated climate risk into their strategic planning and addressed the significant impacts on future service delivery.
Emma Bull, Assistant Director – Climate at Local Partnerships, and Emily Bolton, Climate Crisis Strategy Manager at Cambridgeshire County Council, shared their experience implementing Local Partnerships’ Climate Adaptation Toolkit. They reflected on the key steps taken, challenges encountered, and best practices that emerged while embedding climate resilience across council operations.
The session focused on essential considerations for whole-council transformation to ensure services were future-ready. Attendees gained practical insights and takeaways that supported their own work, with the following key questions addressed:
-
How did they begin to consider climate within large-scale transformation projects?
-
What collaborations proved crucial to their success?
-
What were the impacts for the council and local communities?
-
How were colleagues engaged throughout the process?
Watch the replay to learn how climate resilience was embedded in practice.
