Pembrokeshire Council Achieves Energy Cost Savings and Reduces Carbon Emissions
Pembrokeshire Council’s Re:fit initiative, featuring solar carports and energy-saving upgrades, has reduced CO2 emissions by 24.3 metric tonnes and cut energy consumption by 72%, advancing its net zero goal for 2030.
Pembrokeshire Council has installed a solar carport and implemented a variety of energy-saving measures through the Re:fit framework to reduce carbon and achieve energy cost savings. Local Partnerships exclusively provides support to users of the framework nationwide
The Challenge:
Pembrokeshire County Council is the local authority for the county of Pembrokeshire, one of the principal areas of Wales. The population of Pembrokeshire is 123,700, with the population having decreased by 3,100 since 2023 (2024 data).
Through the Re:fit framework, the Council sought to reduce CO2 emissions, optimise the energy efficiency of its property portfolio, and improve the energy performance of its assets through measured and verified energy efficiency improvements and/or energy generation. The Council also sought to save money through substantial guaranteed annual cost savings and income generation.
The Solution:
To deliver energy efficiency and generation assets, two 49.5 kWp Carport Solar PV systems were installed at the County Hall, along with a further 29.7 kWp Carport Solar PV system at Pembrokeshire archives.
Together, the systems comprise 288 PV Modules (275W), with a 50 kW array supplying a minimum of three electric vehicle chargers. These are a fast-charge type and are supplied by the same power connection as the Solar PV array.
The Impact:
The measures have reduced the Council’s annual CO2 emissions by 24.3 metric tonnes and save 64,000 kWh of energy. The solar installations, with a capacity of 130 kWp, had already reduced energy consumption by 72%.
The system was developed and designed to cover the buildings baseload electricity use, was installed without any loss of car parking area and is easily accessible for maintenance. It is a powerful visual demonstration to our community of the Council’s ongoing efforts to achieve net zero carbon status by 2030. In tandem with the LED lighting installed in County Hall under the Re:fit programme of work, the solar installation has reduced consumption by 72%.
