Welsh Government Energy Service

The Welsh Government Energy Service (The Energy Service) supports the Welsh Government’s Net Zero ambitions by helping the public sector and community enterprises reduce energy use, generate renewable energy, and cut carbon emissions.

They provide technical, commercial, and procurement advice for projects in six areas: regional energy planning, building energy systems, renewable energy, ultra-low emission vehicles, communities of practice, and emerging solutions. Local Partnerships engage public sector bodies and higher education institutions in carbon reduction, energy efficiency, and fleet decarbonization, offering governance reviews, business case development, transition planning, and practical solutions for around 70 organisations.

The Welsh Government Energy Service works with the public sector and community enterprises in support of Welsh Governments Net Zero ambitions to:

• reduce energy use
• generate locally owned, renewable energy
• reduce carbon emissions

The Welsh Government Energy Service offers technical, commercial and procurement advice and support to help turn energy projects into reality.

The Energy Service works across six main thematic work streams which are:

1. regional energy planning and delivery of local area energy plans
2. building energy systems – ensuring everything we do supports a whole energy system approach to upgrades and interventions. We also support the public sector with the Re:Fit Framework and programmes
3. renewable energy this covers anything from small scale ground mounted solar to ambitious collaborative projects within the public sector
4. ultra-low emission or electric vehicles transition planning and implementation
5. communities of practise – ensuring we support the public sector to learn and share information and knowledge to work towards best practise
6. emerging solutions where we look at innovative and emerging issues and technologies to inform future delivery

The role of Local Partnerships within the Energy Service is to provide strategic support to the public sector and Welsh Government in delivery of these aims and objectives. We facilitate strategic engagement with clients of the Energy Service primarily public sector bodies (including Health Boards) and higher education establishments within Wales. Our purpose is to develop carbon reduction, energy efficiency, renewable energy and fleet decarbonisation projects that contribute to the achievement of Welsh public sector net-zero related targets.

We currently work across approximately 70 organisations providing support on a local, regional and national basis at a strategic level. Our support can include governance reviews, business case development, transition planning, behaviour change, and cultural challenges associated with the transition. We are also well adept at supporting identification of potential barriers and blockers to delivery and support our clients to find practical and efficacious solutions to the challenges they face whilst striving to meet the collective ambition.

We aim to raise awareness of the Energy Service and raise ambition where we can, establish and benchmark current progress towards Net Zero goals and sign post towards support and funding where available.
