Sustaining Public Value: A Response to the Spending Review from Local Partnerships LLP

As CEO of Local Partnerships LLP, I welcome the latest Spending Review as an opportunity to reaffirm our enduring commitment to helping the public sector navigate fiscal challenges while unlocking long-term value for communities.

While pressures on public finances remain significant, the strategic direction outlined in the Review offers a platform for innovation, collaboration, and reinvestment in outcomes that truly matter to people.

Local Partnerships was established to support councils, combined authorities, and other public bodies in achieving better results with finite resources. This mission is more relevant than ever. As departmental budgets tighten and expectations for service delivery remain high, our role as a trusted delivery partner becomes both vital and transformative.

In recent years, we have provided hands-on support across a diverse portfolio, ranging from net zero strategies and commercial assurance to devolution and infrastructure planning. In each case, our unique joint venture model, combining the strengths of the Local Government Association, HM Treasury, and the Welsh Government, has enabled us to align insight and expertise across national and local systems.

The Review’s emphasis on “value for money” and “fiscal responsibility” resonates strongly with our ethos. But value must not be measured in cost savings alone. True efficacy comes when services are sustainable, communities are resilient, and outcomes are equitably improved. To that end, Local Partnerships will continue to focus its efforts on three interconnected priorities:

1. Accelerating Net Zero Delivery at a Local Level

We will build on our leadership in supporting councils and combined authorities to plan, fund, and deliver their climate objectives. From decarbonising public estates to enabling community energy schemes, we will help local partners access finance, build capability, and take practical steps to reach emissions targets—while ensuring that the transition is just and inclusive.

2. Strengthening Commercial and Contractual Competence

As local authorities are encouraged to take greater control of their commissioning and procurement, we will continue to provide expert commercial assurance, project reviews, and contract renegotiation support. By empowering the public sector to secure better deals and manage risk effectively, we help safeguard public money and enhance service quality. This includes supporting Local Government Reform aggregation and disaggregation and new target operating models.

3. Supporting Collaborative Place-Based Investment

We understand that strong, evidence-led partnerships are the bedrock of local renewal. Our work with Integrated Care Systems, housing providers, and local anchor institutions helps ensure that infrastructure and public service investments are coherent and community-driven. Through our tools like the Place-Based Recovery Framework, we’ll continue to enable integrated approaches that blend capital planning with social outcomes.

In responding to the Spending Review, we also recognise the importance of adaptability. The challenges facing our partners—be they economic, social or environmental are interlinked and fast-moving. Local Partnerships will invest in its own capability, expanding our team of experts and evolving our service offer to meet emerging needs. Whether that’s supporting growth missions, facilitating digital transformation, or helping with complex governance reform, we stand ready.

Above all, we remain deeply committed to the principle that public money should drive public good. At a time when every pound must stretch further, Local Partnerships offers a model of constructive collaboration—working behind the scenes, side-by-side with the public sector to deliver outcomes that endure.

The fiscal landscape may shift, but our purpose remains constant: to support the delivery of a smarter, more equitable future for all.
