Commercial Waste Strategy
Once all the information has been gathered from work packages above, it may be helpful to conduct a gap analysis review against the desired future state. By comparing the current with the desired state, areas of change and actions can be drawn out.

A successful commercial waste service is achieved when:
- Roles and responsibilities are clear
- The goals are realistic for the organisation
- There is a strong governance framework in place
There is a clear action plan for change.
Through each workstreams the aim is to identify some quick wins, that may be implemented in the short term and to start developing a vision of how the service can transfer to the desired future state. All the changes do not need to happen at once and consideration should be given to sequencing and impact of any service change. By collating all the findings in one place you can start to formulate your plan for change.

Some changes may require a formal decision-making process, such as Cabinet sign-off, others may have a financial or timing constraint that needs to be addressed.
An overall strategy will typically outline:
- The current service offering.
- The desired placement in the market.
- Future goals and objectives.
- Key drivers and enablers for change.
- Communications and engagement plans.
- The cost of change.
- The timeline for change.
Who and how the change will be managed, including likely risks and barriers to overcome.
The extent of the change plan will be governed by the scale of the proposed changes. Small scale changes may just need a simple action plan and timeline that can be tracked by the service area. Larger scale changes or investment may require a business case and continue governance oversight through a board structure. For the larger changes, following the principles of the five-case business model can structure the proposal.
