Against the backdrop of the financial crash, the Welsh Government made a commitment to attracting new routes for institutional investment into Wales, particularly to support the continuing delivery of affordable homes. Roll on ten years on and the Welsh Government backed community benefit company Tirion Homes has completed two landmark developments. The Mill in Cardiff, its first residential development scheme harnessing an institutional investment offtake model, with investment partner M&G. The scheme has delivered 50% affordable homes, without grant, and turned a brownfield ex industrial site into a thriving riverside community. The second completed scheme is Royal Victoria Court in Newport, a scheme for 528 homes at the former Whiteheads steelworks in Newport, with 50% affordable homes. A further scheme is underway at Parc Eirin.   David Ward, CEO of Tirion Homes, has been with the programme since its inception, working with co-sponsors Principality Building Society and Welsh Government.
