REPLAY: Ynni Cymru Capital Grant Scheme 2026

Ynni Cymru (a Welsh Government programme) hosted a webinar to provide an overview of its proposed capital grant scheme for Smart Local Energy System (SLES) projects.

The scheme is intended to support organisations in Wales, including the public sector, voluntary, community and social enterprise sectors, and small and medium-sized enterprises (SMEs).

SLES projects are expected to combine renewable energy generation technologies with data and control systems and energy storage to support energy needs such as operational power, heating or transport.

This webinar recording provides an overview of the proposed scheme, including key information on eligibility and the anticipated application process.

Drop in sessions

Our Ynni Cymru grant drop-in sessions are informal online meetings where applicants can join to ask questions about the fund and the application process. Ynni Cymru colleagues will be available for an hour to provide guidance, clarify eligibility or application requirements, and help you better understand what the grant can support.

EXPLORE Framework

The EXPLORE Framework is a set of practical resources designed to help local and combined authorities take a more integrated, place-based approach to strategic planning.

It supports organisations facing complex local challenges by bringing together data, insights and collaborative tools to enable clearer decision-making across departments and partners. The framework focuses on health, wellbeing, nature and sustainability, helping bridge the gap between technical data and real-world policy solutions.

The toolkit includes an Outcome Measures Dashboard to track progress, Factor Maps to highlight the key influences on local outcomes, and Horizon Scanning tools to help organisations plan for future change.

Together with a facilitation package, Explore provides a structured yet flexible way for teams to develop strategies that deliver better outcomes for people, places and the environment.

REPLAY: LGR data webinar: The lessons you only learn once

This LGR webinar explored key lessons from Local Government Reorganisation in Surrey. Pedro Wrobel, Joint Chief Executive of Guildford and Waverley Borough Councils, shared practical insights from their role as a Surrey pathfinder, offering an overview of the accelerated timeline and the three phases of LGR from initial programme setup to transition and future planning. He reflected on the challenges and opportunities of reform, stressing the value of transparent communication, staff support, cultural alignment, and making use of external expertise. His overarching advice: ask questions early, stay adaptable, and build strong relationships to navigate uncertainty effectively.

LGR Guide: planning the transfer of assets and liabilities

The LGR Guide document is designed to support local authorities in the early stages of the Local Government Reorganisation (LGR) process by outlining key considerations when assessing the status and transfer of diverse assets and liabilities.

It emphasises the importance of sharing asset information at an early stage to build a comprehensive understanding of the full estate and to mitigate potential legacy risks both before and after vesting day.

The guidance is not intended to be prescriptive, but rather to provide a practical framework to help authorities navigate the early planning phase with greater clarity and confidence.
