Local Partnerships, with funding and support from the Greater South East Net Zero Hub, has developed much needed commercial guidance for prospective heat networks customers. The government wants to see heat networks grow from 3% of the UK’s heat market to 20% by 2050, with public sector customers a big part of this growth.
Ministry of Housing, Communities & Local Government (MHCLG) and Local Partnerships have worked together to bring you a new Business Process Mapping toolkit for procurement teams.
The Business Process Mapping toolkit is free and available for all councils to use.
Watch the replay of our CMPP Supplier Negotiations webinar
Learning from experience in working with a range of councils, this webinar brings to life the guidance we have recently published on CMPP Supplier Negotiations. This was presented by two Senior Strategic Directors at Local Partnerships, David Crowe and Simon Bandy, who looked at preparing the right environment for negotiations, the key principles and areas of best practice.
Contract negotiation is not just an activity for those with a direct contract management role. It is likely to involve a range of senior officers within any authority depending on the size and importance of the contract. Supplier negotiation is therefore a capability that will need to be identified and supported in both corporate and service delivery teams.
Community Benefits Toolkit – Using renewable energy benefits to enable communities
This toolkit is designed to help local communities and authorities navigate the opportunities presented by large-scale renewable energy and grid infrastructure projects. As the UK moves towards greater energy independence, ensuring that communities share in the benefits is crucial. Over the next decade, more than £1 billion in community benefits will be available, creating a significant opportunity to drive forward local projects.
Navigating waste policy toolkit
2025 is a defining year for waste and resource management, bringing major policy shifts that will reshape the way local authorities operate. To support councils in navigating these changes with confidence, we’ve launched the Navigating Policy Toolkit—a free resource designed to help local authorities understand evolving policies, plan strategically, and lead effectively during this transformational time.
Watch the webinar replay below and use the ‘Download Resources’ tab to download the Navigating waste policy toolkit.
The Net Zero Scenario Planner, commissioned by WLGA and Welsh Government, supports councils to calculate approximate costs and carbon emissions of decarbonising their buildings estates at portfolio-level across three incremental scenarios towards a whole building approach.
Developed by Local Partnerships, this decision-making aid also considers Street Lighting and Fleet scenarios and provides timelines to the 2030 aspiration for a net zero public sector.
The Planner supports Audit Wales’ recommendation for costed decarbonisation action plans and assists the Future Generations Commissioner for Wales’ recommendation for climate resilience in the buildings of public bodies (see links below for further information).
Every council has been issued with a personalised Planner and guidance document based on their specific data (from a ‘point in time’ perspective).
Local Government Transformation webinar replays
Our transformation work supports local government as they consider how to make their services fit for the future. There are huge opportunities for the sector to make the most of new technologies, but customer expectations of services are high, and demand is increasing. The changing context of local government means that transformation is the new normal. We can support you to deliver effective change.
New Report – End Furniture Poverty – Cost-Benefit Analysis of Furnished Tenancies and Local Welfare Assistance
This report, commissioned by End Furniture Poverty (EFP), explores the benefits of Local Welfare Assistance (LWA) schemes and furnished tenancies in tackling furniture poverty, which affects 9% of the UK population. LWA schemes provide crisis support, such as furniture and fuel vouchers, reducing demand on homelessness services, health systems, and social services while delivering significant economic returns for local authorities and the public purse.
Furnished tenancies help prevent furniture poverty, promote tenancy sustainability, and reduce costs for tenants and landlords, with additional benefits like improved health, educational engagement, and work readiness. The report calls for the expansion of these initiatives, including legislation to ensure all social housing tenants have access to furnished tenancies, and introduces EFP’s “Furniture Flex” offer to simplify implementation for social landlords.
