Chloe Hipwood-Norton
Chloe Hipwood-Norton joined Local Partnerships in September 2025 as Director in Climate within the Zero Waste team.
She is an experienced public sector leader with over two decades of expertise in environmental services and strategic transformation, bringing a wealth of knowledge from 24 years in local government.
Chloe began her career in environmental health and environmental protection before moving into waste management in 2008. Since then, she has led complex service areas, including the formation and development of shared services, with a strong focus on service redesign, transformation, and contract procurement. She is particularly interested in supporting clients through local government reorganisation and service redesign, especially within policy frameworks such as Simpler Recycling and pEPR. Her goal is to help organisations navigate change while delivering financially and environmentally sustainable, efficient services.
Holding a degree in Environmental Science, Chloe is passionate about enabling climate-positive change through collaborative and practical solutions. She brings both a strategic mindset and a deep understanding of local government challenges to her consultancy role, supporting clients in transitioning to net zero while managing services that are effective and efficient.
