Davina Nandhra joined Local Partnerships in May 2022.

Davina Nandhra is an APM-qualified Director with accreditations in Lean Six Sigma and the Scaled Agile Framework (SAFe). She brings eight years’ experience in commercial change and transformation, having begun her career in commercial real estate at Pinsent Masons before leading major transformation programmes at Sky NBCUniversal.

Davina specialises in local government reorganisation, transformation, and complex change delivery. Since joining Local Partnerships in 2022, she has supported central and local government through significant transformation, with expertise in PMO design, mobilisation and assurance. Her diverse portfolio includes developing innovative PMO toolkits, facilitating strategic workshops and applying business process mapping to help local authorities respond to procurement regulatory reforms. She has also worked alongside councils facing financial and operational pressures to assess their options and establish a clear path forward. Most notably, Davina co-leads the award-winning Contract Management Pioneer Programme, a regional initiative helping councils strengthen contract management capability, embed best practice, and deliver better outcomes.

Davina’s leadership approach combines strategic direction with strong interpersonal skills, building trusted relationships, bringing stakeholders together and empowering teams to navigate complexity. Central to her approach is building capability within client teams, enabling them to own and continue their transformation journey independently, ensuring that change is sustainable.
