Estelle Hlustik-Smith

Estelle Hlustik-Smith joined Local Partnerships in June 2023.

Estelle is an Assistant Director at Local Partnerships with a strong commitment to enable the transition to more circular economies which keep resources in use for longer, delivering a more resilient and sustainable future for our planet and communities.

Over the last four years, Estelle has developed expertise in the waste and resources sector, providing specialist project management, governance and policy support across local and national public sector contexts. Since joining Local Partnerships, her work has spanned from support with the Welsh Government circular economy reforms to major local authority infrastructure projects.

Before joining Local Partnerships, Estelle completed the two-year Local Government Association’s management graduate scheme, working in placements across the breadth of Cambridgeshire County Council services. Estelle is Prince2 Agile qualified and studied Geography at the University of Oxford.
