Huw Russell has been working with Local Partnerships since its inception in 2009.
Huw is a practising commercial lawyer and director in the Commercial team. He supports central and local government in managing programmes and projects, procuring solutions and in achieving VfM from contracts. Huw’s current workload includes:
- supporting 6 councils in receiving guidance on delivering more council housing under the Council Housebuilding Support Service (CHoSS). This is a programme fully funded by MHCLG and delivered in partnership with the LGA. We provide skills, capacity and expertise helping councils build more homes;
- supporting councils in procuring new waste/recycling solutions;
- guiding local authorities in adapting to, and mitigating the effects of, climate change, including planning their trajectories to Net Zero;
- helping public sector organisations procure green retrofit solutions for their estates, using the RE:FIT 5 framework owned by the Greater London Authority; and
- delivering training on the HMT Green Book business case model to public sector organisations.
Prior to joining Local Partnerships, Huw trained as a commercial lawyer in the North-East, then worked as a projects lawyer in two top-20 London commercial law firms for 5 years.
