Jim Scopes

Jim Scopes works as part of Local Partnerships universal team. He has over 30 years’ experience within the public and private sectors as both a management consultant and civil servant. He has worked at the most senior levels in UK government on strategy development, policy implementation, change management, and programme/project management.

Jim has led organisational change programmes, designed and delivered new operating models, developed assurance approaches for programmes, and has designed and implemented governance and associated reporting mechanisms. Jim has also used the HMT ‘Green Book’ approach to develop Business Cases to seek funding for transformational change. Jim previous roles range from partner, strategy director and associate director across multiple consultancies and HMRC where he established the new strategy unit.
