Martin Walker

Martin Walker joined Local Partnerships in 2016 and is responsible for leading the successful delivery of several of Local Partnerships’ housing programmes and projects, including our work on the Council Housebuilding Support Service (CHoSS) and support for the Welsh Government on the development and implementation of the Building Safety (Wales) Act.

While at Local Partnerships, Martin has supported councils, combined authorities, and devolved Governments, in developing and delivering their housing and regeneration plans. This has included leading the development of the country’s largest housing regeneration project, appraising options for delivery vehicle structures (including the review of existing vehicles), developing strategies to identify and develop pipelines of sites for residential development, and helping some of the country’s largest councils to meet their homelessness and temporary accommodation challenges. Martin has also directly supported central government on the development and assessment of several housing and regeneration funding streams.

Martin has worked in senior regeneration roles in the public and private sectors for almost 30 years, including Head of Regeneration and Area Director roles within local government. He also led the establishment and delivery of one of the country’s largest domestic energy efficiency partnerships.

In these roles, Martin led many successful programmes and projects, including transformational housing regeneration schemes, housing stock transfers, homelessness services, town centre regeneration schemes, land acquisition and disposal, and the development of a number of public-private partnerships.
