Natalia Silver

Natalia Silver joined Local Partnerships in May 2022, bringing with her extensive director-level experience across a wide range of local government services.

Her long-standing career in the public sector equips her with a diverse skillset, ranging from corporate policy development to frontline service delivery. This gives her a sharp understanding of the complex, often competing, demands placed on both local and national government.

A key strength of Natalia’s is her ability to bridge operational delivery with strategic thinking. She has directly managed services and held responsibility as project director for major digital infrastructure schemes. Her experience includes leading transformation programmes, reforming governance, overhauling contractual and performance procedures, and developing policies and strategies, often working closely with elected members to shape corporate and delivery plans.

At Local Partnerships, Natalia has applied her creative thinking and facilitation skills across a number of high-profile programmes. She leads the Contract Management Pioneer Programme (CMPP) which won the Best People Development Project at the Government Commercial Function Awards in 2026. CMPP is commissioned by Government Commercial Agency (GCA) and involved over 100 council sharing experience and benefiting from training, hands-on support networking, tools and templates (CMPP – Contract Management Pioneer Programme – Local Partnerships). Natalia heads the organisation’s Project Management Office (PMO) offer and her support for councils in distress is highly valued, providing bespoke responses that combine structured process reviews with deep operational insight.

Natalia is also the organisation’s lead for business process mapping. She created and now delivers the BPM Toolkit for procurement and contract management, originally commissioned by the Ministry of Housing, Communities and Local Government (MHCLG). She has since used this approach to help government departments in both England and Wales reshape their programmes, processes, and schemes.

In addition, she has developed a specialism in community asset transfers, contributing to the Local Government Association work with Woking Council (“Win-Win” case studies), and has an expanding portfolio supporting leisure facility reviews and procurement, along with designing and running the Citizen Assembly for Torfaen and Blaenau Gwent to shape their deal with residents.

Natalia’s core strengths include creative thinking, facilitation, reviews and investigations, process reviews, and a deep understanding of operational delivery across a wide range of public sector services. She holds an MSc in Public Sector Management (Distinction) and is widely recognised as a thoughtful, experienced facilitator.

Her ambition at Local Partnerships is to continue supporting a thriving public sector, helping organisations improve outcomes through insight, clarity, and collaboration.
