Ness Dean-Richards

Ness Dean-Richards started working at Local Partnerships in 2024.

Ness works on Ynni Cymru, a project agreed as part of the Co-operation Agreement between the Welsh Government and Plaid Cymru. Her role involves facilitating and expanding community owned renewable energy generation across Wales, with the aim of using locally generated energy in a smart and effective manner to support net zero aims and retain benefits within communities. Ness leads on Ynni Cymru’s just transition objective, ensuring that the programme promotes fairness, inclusion, and equality.

Before relocating to North Wales, Ness successfully completed her MSc in Public Policy at UCL and worked for a number of MPs in Westminster and local constituency offices as a Senior Caseworker. Prior to joining Local Partnerships, Ness took part in a Welsh Government leadership and development programme which involved working across the public sector and on major infrastructure projects such as Wylfa Newydd. Following this, she spent several years working within Welsh Government focusing on developing climate change policies, particularly in relation to the need for a just transition to net zero.

Outside of work, Ness is an avid runner and long-distance walker, so can generally be found roaming the coastal path or in Eryri National Park with her dog Nel.
