Phil Rance

Phil Rance joined Local Partnerships in July 2025 and is Chief Operating Officer, having worked with Local Partnerships previously on commercial development and Board strategy since 2023. He is responsible overseeing central operations of the organisation.

After studying English & Russian at Oxford University, Phil started his career in strategy consulting. He cut his teeth on commercial due diligence, strategy and operational improvement projects before moving into Financial Services at Bradford & Bingley, working in corporate strategy, and as a Regional Director in the Retail Bank. From there, Phil developed into senior leadership roles in data services as Managing Director at Research Now and YouGov.

More recently, Phil spent 5 years at Experian leading the consumer mortgage strategy, creating the investment case for Experian’s investment in the mortgage industry. Phil represented Experian as Board observer, and led joint projects including digital transformation and post-Covid operational recovery.
