Rachel Toresen – Owuor
As Senior Director, Rachel Toresen – Owuor is responsible for our national Re:fit and Climate Response programmes, delivering a wide range of services from carbon accounting to adaptation for climate change. Rachel led the development and procurement of the latest Re:fit framework.
Rachel holds an MSc in Climate Change and Sustainable Development and has nine years Local Authority experience, where she led on sustainability, carbon and energy management, utilities procurement and climate and energy strategy development as well as embedding carbon reporting and monitoring into wider organisational processes.
Experienced in stakeholder engagement, project, programme and contract management, Rachel has delivered multiple energy efficiency programmes and renewable energy projects and a multi-phase energy performance contract. Rachel leads on our greenhouse gas accounting and climate adaptation support, and the management of the Re:fit Energy Performance Contract Framework.
Rachel’s favourite part of her role is to work with councils to deliver and embed change in relation to climate response and sustainability.
Her core skills are the ability to engage with local authorities and understand the needs, challenges and opportunities that local government can deliver.
Rachel is also a qualified ‘UK Athletics Leader’ in ‘Running Fitness’ with a local running club
