Vicky Kingston

Vicky is Senior Director for Energy at Local Partnerships. She is responsible for the development and growth of our energy products and services, specifically services to support councils’ decarbonisation plans through the development and delivery of low carbon heat strategies and retrofit.

Vicky is an experienced project and programme manager within the energy sector. Her previous experience includes delivering large scale investment programmes in both the domestic and non-domestic energy sector to European, government and public sector clients. During her time at Local Partnerships she has successfully led the rollout of Re:fit (a national energy performance contracting framework, co-owned with the Greater London Authority) across England and Wales. Vicky is now leading the developing and delivering services to support councils’ decarbonisation plans through the development and delivery of low carbon heat strategies and retrofit.

Vicky is currently leading on the provision of support to a number of Council’s in support of their heat decarbonisation plans. This includes:

• Development of a City-Wide Heat Network in Milton Keynes, including supporting connection negotiations for council owned buildings and leading the commercial case for the potential use of the Council owned energy from waste facility.
• Leading participation in the City of London’s Advanced Zoning Programme to support the launch of a £1.6bn procurement for a heat network delivery partner
• Development of the Four Ashes Heat Network in Staffordshire, working with the Council and Veolia to provide waste heat to nearby prison sites.
• London Borough of Tower Hamlets to support PFI expiry, decarbonisation and expansion of the Barkantine Heat Network.

Vicky has also been responsible for the development of templates and guidance, including Business case templates for local energy projects and Key commercial considerations when connecting to a heat network.
