Vivien Holland
Vivien Holland joined Local Partnerships in 2022 as a Project Director with a focus on commercialism in local government.
Having spent much of her career advising local authorities as part of the public sector advisory team at Grant Thornton, she has worked on a broad range of projects including the implementation of alternative delivery models for both services and investments. Her interest in this subject has led her to develop new methodologies and has published a series of reports to support the sector to make the right commercial decisions. She is experienced in the development of business cases for new commercial models and troubleshooting existing arrangements . These projects have covered the full range of structures available to local authorities including trading companies, joint ventures and social enterprises, as well as shared services and strategic collaborations.
For the past two years, Vivien has led the commercial projects agenda for Watford Borough Council, including the development of ideas to create secure, sustainable income streams and the shared service agenda with neighbouring authorities to bring greater resilience to service delivery.
Vivien is a CIMA qualified accountant.
