Climate emergency action plans

Climate emergency action plans

As more councils begin to develop their strategies to deliver on climate emergency declarations, action plans are being developed. It is easy for these to become a shopping list full of commendable actions. However, what is really needed is action at scale and pace that delivers impact. Local Partnerships helps councils to review, prioritise and plan their interventions to ensure the greatest impacts are made.

Climate emergency action plans should be reviewed under the following categories:

  • Output – is it a hard deliverable? Does it require a strategic change? Or is it a behavioural change and do you need to make changes to day-to-day working?
  • Delivery stage – is the action ready to be delivered now or does it require a further development?
  • Extent of control – can this action be controlled in-house? Do you have all, some or no influence over the action/change?
  • Additional resource – is additional resource required to complete the action?
  • Measurable – is it measurable? Do you have access to the data, know how to get the data or need extra resource to build the data from scratch?

These are just some of the questions that need to be considered for developing a robust plan. We help you work through these and other questions to ensure you are capitalising on the most meaningful tasks.

Actions should then be prioritised by order of magnitude on Scope 1 and 2 emissions sources. We will then work with you to ascertain the best interventions and model their impact and the carbon savings, to develop a trajectory to net-zero.

Once the scale of the task has been identified the council can look at what budgets and resources are required to reach net-zero, and whether the target date is achievable.
