Balancing Parking Revenue in the Midst of Cost of Living Crisis

Councils need to maximise parking income, but this is challenging in the midst of a cost of living crisis and in the context of net zero strategies actively discouraging city centre parking. To help councils answer these challenging questions the LGA commissioned Local Partnerships’ Data Analytics team to identify and assess commercial opportunities.

What Was Done: Leveraging Data for Strategic Recommendations

Using a broad range of commercial, financial and operational data sources we determined the relative strengths and weaknesses of the council offering in comparison to private sector offerings and used that to formulate tactical and strategic suggestions to improve commercial benefit whilst remaining aligned to broader political and strategic policy objectives.

Outcomes & Benefits: A Shift Towards Commercial Opportunities

By focusing on commercial opportunities instead of simply fee levels, Local Partnerships has been able to propose practical ways for councils to increase the commercial return of their parking services, for example by investing in out-of-centre parking, offering a smaller but higher value city-centre parking option, redevelop the city centre estate or a combination of the above.
