What the Spring Statement means for your housing delivery goals
This week’s Spring Statement highlights that housing and infrastructure investment are central to the government’s growth mission. What does it mean for your housing ambitions?
A key announcement is the £2bn brought forward from the next Affordable Homes Programme. This will ensure housing schemes that are ready to go before the next programme period commences in 2026/27 are not held up because of a lack of funding.
With a target of 1.5 million homes to be delivered this Parliament, the Office for Budget Responsibility (OBR) estimates that current planning reforms will enable 1.3 million of these. Further measures in the coming months, including those in the Spring Statement, are intended to close this gap.

The importance of housing to economic growth is clear. Planning reforms alone are expected to boost GDP by 0.2% by 2030 (equivalent to £6.8bn) and by 0.4% by 2035, reflecting increased productivity in the housing sector and labour mobility.
Local government has a crucial role in housing delivery. Revisions to the National Planning Policy Framework aim to strengthen local capacity and accelerate pipeline schemes. Delivery, however, also relies on people. A £625m pledge to the skills and training system will support up to 60,000 new construction workers over the next four years.
With the restructuring of local government on the horizon, it will be vital to maintain focus on delivery and avoid disruption to housing and infrastructure programmes.
