Strategic data transformation: Luton Borough Council
Luton Borough Council sought support to strengthen the data-driven foundations of its digital transformation and ensure effective delivery of its Luton 2040 vision.
While the council had a clear strategic direction in place, it lacked a consistent framework to track progress at a strategic level. Additionally, with a newly established data team, the council was keen to assess its current data maturity and identify actionable steps to build capacity. Local Partnerships worked with the council to refine its performance management approach, evaluate data maturity, and chart a practical path to enhance analytical capabilities and accelerate transformation.
Client requirements
To accelerate the digital transformation of the council, Luton requested advice in a number of areas. Whilst the organisation had already developed its Luton 2040 vision with partners, it was less clear how the council was going to assess progress against the vision on a consistent, strategic basis. Separately, the council had established a data team but was keen to assess its data maturity at a high level and determine ways to improve.
How we supported the council
The Data & Analytics team supported the council through a number of workshops that helped the team to:
- Set out a strategic performance management framework that would be consistent with its existing performance management framework, but operated at a more strategic level
- Support with the selection of measures that would align with the vision
- Support an initial assessment of data maturity of the organisation
- Set out practical ways to engage the data analytical capability within the organisation more effectively
Impact
As a result of our work:
- Developed practical plans to increase the organisation’s data maturity over the next 6 to 12 months
- The council accelerated the data-related aspects of its digital transformation
- Obtained an evidence-based basis to assess whether implementation of its longer term vision was on track
