The New RE:FIT 5 National Carbon and Energy Performance Contracting Framework
Local Partnerships is the exclusive custodian of the new RE:FIT 5 National Carbon and Energy Performance Contracting Framework for Contracting Authorities outside Greater London.

The Framework provides Contracting Authorities with a quick and flexible way to procure a contracting partner to deliver estate wide efficiency and decarbonisation performance improvements with contractually guaranteed outcomes. The Framework is a market leader within the UK and offers the following unique blend of characteristics:

- Greater affordability support for public authorities via more robust facilitation for off-balance sheet project funding
- Facilitation of speedier routes to market
- More robust approach to assure independent Measurement and Verification processes
- RIBA stage 4 minimum quality threshold for investment business cases to facilitate a quick transition into delivery
- Explicit application of a cost of carbon for performance purposes
- Obligations on service providers to adopt a strong open book approach
- Focused framework KPI’s to ensure a competitive environment, high quality, and best practice.
- Direct award (single tender) option
- Application of more robust building regulations taking account of the findings from the Final Report of the Independent Review of Building Regulations and Fire Safety (2018)
