Welsh Government Waste Infrastructure Procurement Programme Wins Commercial Category at the Civil Service Awards

A reception was recently held in Cardiff Bay attended by Lesley Griffiths, Cabinet Secretary for Energy, Planning and Rural Affairs and the Permanent Secretary Shan Morgan to celebrate the Welsh Government’s Waste Infrastructure Procurement Programme team winning the Commercial Award category at the Civil Service Awards.

The Programme was established to implement the Welsh Government’s strategy ‘Towards Zero Waste’ and supports local authorities in delivering sufficient treatment capacity to meet EU landfill diversion and statutory Welsh Government recycling targets.

The Programme has resulted in forecast savings of £525m to the public sector in Wales over 25 years and has also helped to cement Wales’ status as the third best recycling nation in the world and the second best in Europe.

A key component of success was the collaborative working partnership that formed between the Welsh Government, the Welsh Local Government Association, and local authorities. The Cabinet Secretary said the “spirit of partnership developed with a comprehensive governance structure involving four Ministerial portfolios to drive delivery”.

Local Partnerships has been working with the Welsh Government on establishing and delivering the programme since its inception in 2008, and has also been providing expert commercial and procurement support to participating local authority partnerships. The final project successfully reached financial close at the end of March 2018.

Public Sector Show

The annual Public Sector Show is one of the UK’s largest public sector events. The conference aims to “drive better public services through collaboration and solutions”. This year’s show has four key themes: digital and technology; finance and corporate; estates and infrastructure; and workforce and leadership.

Local Partnerships is delighted to support and participate in the conference. Strategic Director Kevin Jones will participate on the ‘Delivering Local Transport’ panel and Simon Bandy will chair the Assets & Estates theatre throughout the day, which will cover topics such as estate rationalisation, local housing, energy efficiency and sustainability, the co-location and integration of public services, and guaranteeing return on investment from property. Attendance is free for the public sector but spaces are limited.
