Howel Jones

Howel Jones is a Senior Director in the Sustainability and Resilience Business Unit at Local Partnerships.

He leads our work with the public sector to:

• deliver strategic and practical approaches to reduce carbon emissions and achieve net-zero
• plan for climate adaptation, helping local authorities to assess the impacts that a changing climate will have in their areas and to understand the work that will be necessary to combat this
• develop, de-risk and accelerate the delivery of renewable energy infrastructure and energy efficiency projects
• develop and deliver strategies for resource efficiency and developing resilient systems to minimise waste and facilitate a circular economy.

Howel has over 20 years’ experience of supporting investment programmes, including PFI and PPP projects, spanning the full project lifecycle across a wide variety of sectors. He led our work in developing and delivering the residual waste and food waste treatment programme, working with the Welsh Government, all 22 Welsh local authorities.

Working with the Welsh Government and Marine Energy

He is experienced in establishing robust programme and project management frameworks and has considerable expertise in the production and review of business cases, including most recently for the Welsh Government’s complex and large-scale Marine Energy Programme.

He has worked in both the public and private sectors, with local authorities and government departments. He is a qualified public sector accountant (CIPFA) and possesses broad commercial skills that he has applied to negotiations within the competitive dialogue process.
