Tom Marshall

Tom Marshall joined Local Partnerships as Assistant Director in September 2022, working in the Zero Waste team.

Tom has spent his time in Local Partnerships helping the Welsh Government on the delivery of a circular economy policy reforms, strategic infrastructure reviews, and supporting local authorities in Wales with waste and recycling strategy design.

He is a passionate environmental professional who wants to drive forward the changes needed to address our climate and nature emergencies.

Before joining Local Partnerships, Tom spent 13 years at Natural Resources Wales and Environment Agency Wales. During that time, he led on range of projects across many disciplines, including organisational change, continuous improvement, flooding, transport and commercial innovation.

He has an extensive knowledge of public sector governance and processes and is focused on embedding the circular economy and sustainability principles within commercial activities.

Tom is an MSP Practitioner, Lean Six Sigma Green Belt, trained negotiator and Chartered Manager.
