Lee Hannan

Lee Hannan joined Local Partnerships in 2023. He is Head of Commercial and an operational and commercial PPP/PFI specialist. Lee has been involved in the delivery and contract management of operational PFI contracts since 2006.

He has worked across a range of sectors, from both a private sector delivery and public sector client perspective.  Lee is a Strategy Director responsible for supporting the public sector in the operation and management of their PFI and other complex contracting arrangements. He has expertise in many operational stages of PFI and complex contracts, including benchmarking, service review, service mobilisation, expiry planning and facilitating large value changes.

More recently Lee has worked in the public sector, where for Bristol City Council he was previously responsible for the Procurement and Contract Management Service, where he introduced a corporate contract management framework. This involved building a centralised team to contract manage the council’s high risk strategic contracts, which included PFI, adult social care, public health, construction, building maintenance, energy and FM.

Lee is passionate about increasing the commercial skillset and contractual awareness of the public sector, whether on PFI, PPP or other complex contracts.
