Steve Keating

Steve Keating joined Local Partnerships as a Director in the Climate team in January 2024.

Steve will initially be working on the Ynni Cymru, a project agreed as part of the Co-operation Agreement between the Welsh Government and Plaid Cymru. Steve will be supporting and expanding community owned renewable energy generation across Wales, with the aim of using locally generated energy in a smart and effective manner to support net zero aims and retain benefit within communities.

Prior to joining Local Partnerships, Steve enjoyed a career in Pembrokeshire County Council. Initially as a quantity surveyor delivering major construction and mechanical and electrical engineering capital projects across education, leisure and social care sectors.

For the past 20 years Steve has specialised in energy/carbon management and sustainable development programmes and co-ordinated the creation of the council’s net zero action plan.

Steve recently acted as lead for the Innovate UK Prospering from the Energy Revolution Milford Haven : Energy Kingdom (MH:EK) project mapping out the potential for a renewable electricity and green hydrogen based Smart Local Energy System (SLES).

Furthering regional aims to decarbonise industrial, heating, transport, and electricity systems, Steve was the council’s lead representative in the South Wales Industrial Cluster (SWIC) decarbonisation roadmap project and enjoyed collaboration with experts from the public, private, utilities and 3rd sectors. Steve was the council lead on the creation of the South West Wales Regional Energy Strategy and the Pembrokeshire Local Area Energy Plan (LAEP) setting the route map to decarbonise Pembrokeshire and the region by 2050.

Steve project managed the roll out of five separate phases of electric vehicle (EV) charging points in Council car parks and depots creating a network of over 200 Fast and 28 Rapid chargers across 38 separate hubs in Pembrokeshire.

He was the council’s representative in developing the Public Service Board led Pembrokeshire Climate Change Adaptation Strategy.
Steve was part of the national conversation that led to the Wellbeing of Future Generations Act. He is a past Chair of Consortium of Local Authorities in Wales (CLAW) Energy Group and qualified as a CIBSE Low Carbon Consultant and Low Carbon Energy Assessor.
