Paul Bourgeois joined Local Partnerships in August 2024 as Strategy Director.

Paul brings over 28 years of experience working across the public, private, third sectors and academia, with a specialism in multi-sector investment and the delivery of decarbonisation projects, programmes and initiatives.

Paul has led the development of data-driven thematic, strategic and operational transformation plans, roadmaps and blueprints at both sub-regional and national levels. His work spans securing multi-million-pound UK and European funding for renewable energy, green tech, clean tech, circular economy and supply chain development initiatives. These investment propositions have supported energy infrastructure, local business growth, and practical decarbonisation measures across the domestic, commercial, and voluntary sectors, often resulting in measurable carbon savings and sustainable economic benefits.

He is an expert in research, evaluation and value proposition development, particularly in relation to energy, the built environment and supply chains. Paul has co-created commercially viable concepts and successfully delivered them through systematic, inclusive engagement with stakeholders and investors. His portfolio includes research funding initiatives, private sector investments and independently financed projects designed to adapt to evolving economic and policy landscapes.

Before joining Local Partnerships, Paul held the role of Industrial Innovation Lead at Anglia Ruskin University, where he secured funding for county-wide and cross-county thematic projects. He was also seconded part-time to the Passivhaus Trust as Development Director, where he designed and delivered a national retrofit training programme and collaborated with housing associations to enhance construction and performance standards.

Paul has also worked in local authorities, a Regional Development Agency (RDA), a Local Enterprise Partnership (LEP), a Combined Authority and a Government Department. He spent seven years running his own consultancy, working with clients such as Sony, the Broads Authority and the Energy Saving Trust.

A recent highlight in Paul’s work includes the Regional Skills Pilot for North and North East Lincolnshire, a cross-sector initiative focused on decarbonisation and green skills, which is currently awaiting final sign-off from DESNZ.

Paul is skilled at bringing together individuals and organisations from different sectors and backgrounds, helping them find common ground and align around shared priorities. His collaborative approach enables effective partnerships that support accelerated change and deliver measurable outcomes across the decarbonisation agenda.

At Local Partnerships, Paul is focused on identifying and attracting new collaborators and strategic partners to strengthen and expand critical public sector decarbonisation delivery pathways.
