Richard Marsh joined Local Partnerships in 2025 as a Director in the Commercial and Place Business Unit.
He is a chartered Town Planner (MRTPI), has a first class honours degree (BSc) in Land Management and a Masters (MSc) in Urban Planning and Development.
Prior to joining Local Partnerships, Richard was the Director of Economy and Place for Mid Devon District Council and a member of the Council’s Senior Leadership Team. During his time at Mid Devon, Richard had responsibility for a variety of council functions including major growth and regeneration projects; planning; economic development; building control, and Mid Devon’s housing revenue account (HRA).
Prior to this, Richard worked for other Council’s across the South-West including Exeter City, Bristol City and Bath and North East Somerset Council. His experience means he is a skilled practitioner in delivering complex regeneration, placemaking and infrastructure-led projects, working in close partnership with other public and private sector entities.
Richard also brings private sector work experience, having worked in property and development focused roles for blue-chip, multi-national retailers.
