Our Role

Helping councils navigate with confidence

Local Government Reorganisation (LGR) is complex, high-stakes and resource-intensive. It requires strong leadership, sound programme design, and careful risk management. This all has to be done whilst maintaining continuity of public services and political accountability. Local Partnerships is uniquely placed to support local authorities through this journey.

Our approach

We act as both strategic adviser and delivery partner, often operating as an embedded resource within local authorities to deliver alongside teams. We work alongside government departments, local programme teams and key stakeholders, offering insight, capacity and critical friend support throughout the LGR process.

We structure our offer to cover every stage of the LGR process: 

  • Pre decision: Support to undertake solution agnostic data collection, planning and analysis to ensure that authorities are in the best position to move forward rapidly once the future model for their area is known. This includes a wide range of data collection templates, available for free from our website.
  • Post decision: Continuing to support authorities with PMO, data analysis and consideration of contracts, commercial arrangements and asset managements, while beginning to think about service specific transformation. This includes our LGR Waste toolkit available on our website.
  • Shadow authority: Supporting the development of new strategies, providing critical friend and assurance support, and helping authorities to set-up benefits realisation plans to ensure they deliver the benefit of reorganisation to their communities.
  • Post vesting transformation: Supporting delivery model alignment, service design and transformation, and benefits realisation.
