In collaboration with the LGA, our Local Partnerships LGR experts have created a comprehensive guide for councils navigating local government reorganisation and devolution.
The LGR Guide document is designed to support local authorities in the early stages of the Local Government Reorganisation (LGR) process by outlining key considerations when assessing the status and transfer of diverse assets and liabilities.
It emphasises the importance of sharing asset information at an early stage to build a comprehensive understanding of the full estate and to mitigate potential legacy risks both before and after vesting day.
The guidance is not intended to be prescriptive, but rather to provide a practical framework to help authorities navigate the early planning phase with greater clarity and confidence.
This session built on Session 2, once councils had time to use the templates. We looked at data gathering from a PMO perspective, discussed common challenges that had emerged across councils and explored ways of building a shared data picture before decisions were announced.

The Council Housebuilding Support Service (CHoSS), funded by the Ministry of Housing, Communities and Local Government (MHCLG) as part of the Government’s ambition to build 1.5 million homes, is being delivered by the Local Government Association and Local Partnerships.
Councils going through LGR need to work together on data now, even when the future structure isn’t clear. This webinar explains how to take “no regrets” actions such as building a shared view of data. It features a unique perspective from the frontline as we are joined by Pedro Wrobel, Chief Executive of Guildford Borough Council and Waverley Borough Council.

Since the summer of 2025 Surrey District & Borough Councils, with support from Local Partnerships, have completed an extensive data gathering and analysis exercise in support of their LGR process. This work has included, among others, the establishment of a Project Management Organisation to facilitate the data gathering exercise, a standardised process for the collection, review and analysis of data and the development of Requests for Information (RFI’s) in support of that process.
Based on this work, in support of the wider sector, the Data & Analytics team of Local Partnerships has developed an initial sub-section of the RFI’s into a set of generic templates that councils can use for collecting consistent and comparable data required for Local Government Reorganisation (LGR), alongside an RFI tracker document to help manage the project management of the data workflow. The aim of the RFI templates is to help:
- Build a robust, evidence-based baseline to support planning for service transition and, subsequently, service transformation
- Identify opportunities, risks, and integration challenges early
- Reduce duplication, improve data quality and ensure data is collected once
