Jane Cherrington
Jane Cherrington joined Local Partnerships team in October 2022.
Jane has had a successful career as a waste and environmental management specialist, with over 25 years of experience in both industry and public sector. She brings her extensive knowledge of waste strategy and environmental legislative change to Local Partnerships.
Her expertise has been instrumental in delivering strategic partnerships for treatment solutions and in producing numerous business cases for investment, service changes, and infrastructure development. Jane has worked across all areas of waste and recycling, leading service transformations, increasing recycling rates and reducing costs. She collaborates with councils to enhance service performance, profitability, and efficiency.
In addition, Jane has significant experience in policy implementation. Notably, she supported the Welsh Government in rolling out the Workplace Recycling Regulations across Wales. She has also helped several councils prepare for regulatory compliance while strengthening the commercial capabilities of their delivery teams.
Before joining Local Partnerships, Jane served as Head of Recycling Services for Cardiff Council, where she led a variety of infrastructure and service change projects. Her background includes shaping the strategic direction and policy of organisations, as well as managing change programmes, procurement and contracts.
Jane has an academic background in marine biology and environmental analysis. She has complemented this with hands-on delivery of pollution control measures, monitoring, data analysis, and interpretation to drive change. She has extensive experience in regulatory compliance and policy development, working through stakeholder engagement and technical consultation. Jane also has a strong track record in project management to support the successful delivery of change initiatives.
She currently supports the Welsh Government in their efforts to improve water quality across Wales. Her work has also included flood mitigation strategies, air quality action plans, and climate adaptation.
Jane is particularly proud of her work supporting the Welsh Government in shaping and implementing the Workplace Recycling Regulations, as well as leading the transformation of Torfaen Council’s trade services to drive commercial growth and environmental performance. With a strong blend of operational insight and commercial strategy, she continues to expand Local Partnerships’ environmental offer across land, water and air, helping clients realise tangible improvements through practical, results-driven change.
Jane holds an MSc in Environmental Analysis and Health. She is a full member of the Chartered Institution of Wastes Management (CIWM) and an elected council member for CIWM Cymru.
