Rhys Horan

Rhys Horan joined Local Partnerships in 2016 and is Head of Energy for Local Partnerships.

Rhys leads the newly established Ynni Cymru team to develop the programme and functions of Ynni Cymru, focussing on growing the amount of locally owned renewable energy across Wales, establishing local energy supply arrangements and the development and delivery of Smart Local Energy Systems.

Prior to Ynni Cymru, Rhys was Strategic Lead for the Welsh Government Energy Service, leading on engagement across public sector organisations in north and mid Wales. Rhys has spent over 15 years working for various local authorities across the UK.

During his career, Rhys has been responsible for regulating and improving health and safety standards within workplaces, housing conditions in the private rented sector and delivery of multi million pound carbon reduction and energy efficiency projects including the first local authority owned solar farm in Wales. He has managed a range of local authority services and functions, providing strategic leadership in key policy areas.

He holds a Masters in Public Health and is a Chartered Environmental Health Practitioner.

Rhys is active in his local community, coaching the under 13 football side in Rhuthun.
