Tom Fourcade

Tom Fourcade started at Local Partnerships in November 2023.

Tom offers over 30 years’ experience delivering strategic climate change solutions covering resources management, the energy transition and economic development of environmental industries. He has a successful track record working in operational management, advisory and investment roles with top level decision makers across the public and private sectors.

Since the early 1990s he has worked with local authorities, regional and non-departmental delivery bodies and devolved governments across the UK in climate related roles and for central government where he was Director of International Trade & Investment for the Department of International Trade from 2016-2019.

His skills include supporting senior decision makers in translating policy into action, developing and implementing strategic plans, building complex investment cases and delivery partnerships, change management and resolving contractual and operational challenges around a range of climate-related issues. His practical knowledge and experience encompass decarbonisation, advanced waste management, climate change adaptation, complex stakeholder management and the natural environment.

He has also worked in the private sector, including as Investment Director for a private equity impact investment fund and as CEO of two businesses focused primarily on developing advanced waste management and renewable energy infrastructure.

Tom joined Local Partnerships from West Sussex County Council where he was Strategic Lead for Climate Change working with senior executive and political decision makers to implement an ambitious and wide-ranging Climate Change Policy.

He has been an independent member of the South Downs National Park Authority since 2017 where he provides non-executive oversight to its policy and resources committee.
