New Cohort for Contract Management Pioneer Programme
Contract Management Pioneer Programme (CMPP) is an accredit training programme open to local authorities in England that are interested in improving how they manage contracts and maximise their value.
CMPP is a fully funded, collaborative effort between the Department for Levelling Up, Housing & Communities, Crown Commercial Service, Cabinet Office, and the Local Government Association. This initiative provides funded learning and development opportunities for contract managers across local government directorates, for councils of any size.
As well as a comprehensive learning programme being part of CMPP means:
- Networks for both contract managers fostering communities of practice and peer sharing with over 70 councils already taking part
- Up to 10 learners from each council can share knowledge across their local authority
- Develop of transition plans to support the council improve their contract management provision
- Potential for bespoke support including business process mapping for procurement and contract management.
Local authorities are supported through the sign-up process by Local Partnerships who is facilitating CMPP on behalf of the partners.

We have also extended the Business Process Mapping Toolkit to cover both procurement and contract management to help councils assess the steps and stages of their commissioning lifecycle to make improvements where needed and prepare for Transforming Public Procurement: BPM Toolkit
CMPP is a partnership to support good practice in contract management offering training, networking and direct support.
The CMPP tools, templates and guidance have been developed in conjunction with local authorities to ensure they are relevant and useful.
Local Partnerships was commissioned by MHCLG to process map Sandwell Council’s procurement process. From our experience with Sandwell, we were asked by MHCLG to produce a Business Process Mapping toolkit that councils will be able to use to conduct their own process mapping of procurement.
The Business Process Mapping toolkit is free and available for all councils to use.
