Kieron Dennett

Kieron Dennett joined Local Partnerships in 2026 as a Director in the Complex Contracting team, and has supported a number of Local Authorities, Government Departments and the Welsh Government.

He advises on operational PFI matters, providing contract management training, undertaking LATCo reviews, and helping develop an innovative corporate structure housing delivery.

Prior to joining Local Partnerships, Kieron worked for Leeds City Council for nearly 20 years – initially as commercial lead on Leeds’ waste and street lighting PFI projects, and then delivering other major projects such as city-wide district heating, international events like the Tour de France Grand Depart, and creating and managing the innovative Leeds City Region Revolving Investment Fund. From 2018 Kieron was Head of Procurement and Commercial, with responsibility for setting, supporting and monitoring Leeds’ strategies, policies and procedures for procurement, contract management and commercial activity.

Kieron trained as a solicitor and worked in private practice from 2002 – 2008, helping parties across the public sector, private sector and commercial funders to deliver PFI/PPP and other infrastructure projects.
