Where data is not available at local level, we report the national figure to provide the best understanding that we can. Where there is no data even at the national level, we report these as gaps, rather than removing the indicators from the Outcome Measures. This is because being aware of gaps in the evidence base is essential to good decision-making.

To avoid overwhelming participants with too much data the Outcome Measures are deliberately limited to final outcomes – they do not contain all the departmental targets which contribute to those outcomes. The Outcome Measures are not a replacement for other, more in-depth, detailed data and dashboards that are available. Where relevant, we have signposted to more detailed data and insights.

Explore is designed for Local Authorities and Combined Authorities. The data presented can be selected for upper-tier and unitary Local Authorities only. Where data is available for Combined Authorities that is also included. There are some data gaps due to Local Authority boundary changes (see accompanying publication for further details).

The Outcome Measures dashboards use the Local Authority boundaries at the time of first publishing, March 2026. Past boundary changes may lead to missing data or anomalies in presentation.  A full list of the effect of boundary changes will be available in the underpinning technical report.
