How can locally generated renewable energy deliver greater benefits for Welsh communities? In this webinar, Grant Peisley and James Dunbar explore practical approaches to local electricity supply and how they can help reduce energy costs, improve returns for generators and retain economic value locally.
Overview
The session covers three supply models: behind-the-meter systems, private wire arrangements and licence-exempt supply. Through practical examples, including Cardiff Council’s Lamby Way solar farm, it explores the opportunities and considerations for each approach, how to choose a model suited to your project, and the support available through Ynni Cymru, a Welsh Government programme delivered by Local Partnerships.
Local Partnerships has played a key role in supporting the Welsh Government as it progresses its deposit return scheme (DRS) for drinks containers, culminating in the recent appointment Exchange for Change as the Deposit Management Organisation (DMO) in Wales. The appointment marks a significant milestone in the implementation of major circular economy reforms and reflects […]
The Local Energy Supply Guides from Ynni Cymru are available in English and Welsh and provide practical, accessible information to help organisations explore local energy supply opportunities and make better use of locally generated renewable energy. The guidance covers the key regulatory, commercial and technical considerations involved in developing local energy supply projects, helping organisations understand the options available and assess potential approaches.
The guides cover Behind-the-Meter Energy Systems, Private Wire Energy Systems and Licence Exempt Electricity Supply. They explain how each model works, the opportunities it may offer, and the factors organisations should consider before progressing a project. The guidance is designed for organisations interested in developing local energy projects or making better use of locally generated renewable energy, including SMEs, voluntary and charitable organisations, community energy organisations, renewable energy developers, local authorities, public sector bodies and others exploring local energy supply opportunities.
Our Impact Report 2025-26 is here We’re proud to share our Impact Report 2025-26 – showcasing another year of delivering meaningful outcomes for the public sector and the communities it serves. As organisations navigate increasing financial pressures, Local Government Reorganisation, and growing demands on services, the report highlights how we’ve worked alongside our partners across England and […]
From today (1 April), Local Partnerships has launched a new organisational structure built around 10 Practice Areas. This marks an important step in how we support the public sector to deliver for communities across England and Wales. This change reflects both the evolving needs of the public sector and the increasingly complex environment in which […]
Ynni Cymru (a Welsh Government programme) hosted a webinar to provide an overview of its proposed capital grant scheme for Smart Local Energy System (SLES) projects.
The scheme is intended to support organisations in Wales, including the public sector, voluntary, community and social enterprise sectors, and small and medium-sized enterprises (SMEs).
SLES projects are expected to combine renewable energy generation technologies with data and control systems and energy storage to support energy needs such as operational power, heating or transport.
This webinar recording provides an overview of the proposed scheme, including key information on eligibility and the anticipated application process.
Drop in sessions
Our Ynni Cymru grant drop-in sessions are informal online meetings where applicants can join to ask questions about the fund and the application process. Ynni Cymru colleagues will be available for an hour to provide guidance, clarify eligibility or application requirements, and help you better understand what the grant can support.
Local Partnerships has published its Wales Impact Report 2025, showing how we are delivering clear value for Wales by helping turn the Welsh Government’s priorities into practical outcomes. As an inhouse public sector delivery partner, we provide the capability, capacity and assurance that ensure national priorities become realworld delivery as Wales enters a period of political change. The Wales Annual Impact Report 2025 showcases the successes we have helped our clients in Wales achieve across renewable energy, waste management, housing, infrastructure, procurement and more.
It demonstrates how we enhance and strengthen public services by turning Welsh Government priorities and policy into action. The report illustrates the value and efficacy we have delivered for Welsh communities.
Last week’s Budget was not just a fiscal statement, but a roadmap for development, resilience and renewal. The announcements reinforce the principles we at Local Partnerships champion: clarity of purpose, empowered local leadership and frameworks that enable long-term delivery. One of the most significant developments is the confirmation of multi-year capital allocations through 2029-30. This certainty is a […]
Senior leaders from the Powys Public Services Board (PSB) gathered for a workshop to explore how their organisations can continue to work collaboratively to address climate risks and build resilience within the county. Facilitated by Local Partnerships, it focused on the growing threats posed by a changing climate and built on the collaborative work of the PSB’s county-wide climate risk assessment. Drawing on real experiences, including recent wildfires and the 2022 heatwave, attendees looked at how climate risk actions […]
Last week I was delighted to join Rebecca Evans MS, the Welsh Government Cabinet Secretary for Economy, Energy and Planning, at the official visit to the Council’s new solar energy scheme in Rhondda Cynon Taf. Representatives from across this remarkable collaboration came together for the visit, including Welsh Government Policy Advisors, colleagues from Ministry of Housing Communities and […]
Energy Performance Contracting (EPC – formerly Re:fit) case studies.
In the face of the climate emergency and tightening fiscal constraints, public bodies must find smarter, faster routes to decarbonisation and energy resilience. The EPC (formerly Re:fit) framework provides exactly that: a proven delivery mechanism for energy efficiency, low-carbon retrofit and renewable generation projects in the public sector. Below we bring together a curated set of case studies that illustrate how councils, universities, NHS trusts and other public institutions are using EPC / Re:fit to drive real savings, reduce carbon emissions and modernise infrastructure.
Each case study captures a journey — the baseline challenges, the technical interventions, the financing approach, and the measurable outcomes. Taken together, they tell a story of how the EPC / Re:fit route is enabling scalable, credible progress toward net zero across diverse geographies and building portfolios.
Local Partnerships is proud to support the Welsh Government to deliver the Ynni Cymru programme, helping Welsh communities generate and use clean energy close to home. Following an open call for applications, 48 projects across Wales have been awarded a share of £12.9m through the Ynni Cymru Capital Grant Scheme 2025/26. The scheme, led by […]
Local Partnerships have been commissioned by Welsh Government to support them, and the 22 local authorities throughout Wales, in the development and implementation of operating models which will enable them to establish new Building Safety Authorities throughout Wales. Welsh Government introduced the Building Safety (Wales) Bill (‘the Bill’), in 2025, to build on the progress […]
