The Wales Annual Impact Report 2025 showcases the successes we have helped our clients in Wales achieve across renewable energy, waste management, housing, infrastructure, procurement and more.

It demonstrates how we enhance and strengthen public services by turning Welsh Government priorities and policy into action. The report illustrates the value and efficacy we have delivered for Welsh communities.

New research – LOOKING TO 2050: The future of local government – finds devolution alone does not guarantee success for local areas.
Councils need clarity, coherence and a long-term plan from Government to deliver devolution at scale.

The report, from the LGIU (Local Government Information Unit) and Local Partnerships, concludes that a model of governance which improves regional economic outcomes, supports housing growth, tackles inequality, embeds fiscal sustainability and strengthens climate resilience can be built – but will require a purposeful design of roles, responsibilities and long-term direction.

A new report, Empowering local climate action: Advice to government, published by the LGA and developed by Local Partnerships sets out advice on how to build collaboration between the UK Government and councils to deliver on the shared ambition for responding to climate change.

New Stable – Unlocking the Power of Pensions to Solve the Housing Crisis and Boost Local Growth

New Report – End Furniture Poverty – Cost-Benefit Analysis of Furnished Tenancies and Local Welfare Assistance

This report, commissioned by End Furniture Poverty (EFP), explores the benefits of Local Welfare Assistance (LWA) schemes and furnished tenancies in tackling furniture poverty, which affects 9% of the UK population. LWA schemes provide crisis support, such as furniture and fuel vouchers, reducing demand on homelessness services, health systems, and social services while delivering significant economic returns for local authorities and the public purse.

Furnished tenancies help prevent furniture poverty, promote tenancy sustainability, and reduce costs for tenants and landlords, with additional benefits like improved health, educational engagement, and work readiness. The report calls for the expansion of these initiatives, including legislation to ensure all social housing tenants have access to furnished tenancies, and introduces EFP’s “Furniture Flex” offer to simplify implementation for social landlords.

The newly released report, Constructing Consensus: The case for community-powered development and regeneration, presents evidence and insights from current practices, showing that when local communities are involved early and meaningfully in housing and regeneration projects, they tend to support new developments and demonstrate real ambition.

The report outlines strategies to overcome the adversarial planning process that often pits communities against councils and developers, enabling development to proceed more efficiently, while delivering both the quantity and quality of housing needed.

Key recommendations include empowering local authorities, enhancing community participation in planning, and revising policies to support community-led development. The report proposes a shift toward a more collaborative approach, ensuring that communities have a voice in shaping the future of their local areas.

We are thrilled to announce the launch the Impact Report 2022/2023. It celebrates the successes we’ve helped our clients achieve over the last year.

As a key interface between local and central government, we provide expert advice and practical resources alongside project and programme delivery support, enabling public services to thrive. As an in-house consultancy jointly owned by the LGA, HM Treasury and Welsh Government, we work solely for councils and combined authorities, central government departments, the Welsh Government and other public sector bodies such as the NHS.

We worked with the LGA and Leeds and Cornwall councils during 2022 to understand what approaches have worked in homelessness prevention, how much they cost, costs that can have been avoided, and some of the benefits accrued by their implementation. From this, we produced homelessness prevention report and tool, containing some simple cost benefit models which are free to use on our website.

The report “Mapping a route to clean local growth – clearing the path to net zero” calls on central government to raise the floor of support to help councils deliver a decarbonised local economy and to remove the ceiling on their ambition. There are five action points for local leaders within the report.
