Beatrice Andrews

Beatrice Andrews, HMT, was appointed to the Local Partnerships board in January 2026.

Beatrice is responsible for Local Government Reorganisation at the Ministry of Housing, Communities and Local Government. The biggest programme of local government reform since the 1970s, reorganisation will create new unitary councils in place of the remaining 21 two-tier areas in England.

Beatrice previously worked on local growth policy and funding in MHCLG. Before that, she led the Policy Lab, an innovation unit in the UK government that puts people at the centre of policy making and inspired many similar practices and units nationally and globally.

In her early career, Beatrice worked at the National Lottery, establishing and advising on grant programmes and practices. Beatrice has an MBA from the Open University and is a graduate of the government’s Major Projects Leadership Academy. She is governor of a secondary school for children with special educational needs and outside work enjoys rowing, running and yoga.
