Kam Bhakerd

Kam Bhakerd joined Local Partnerships in November 2025 as an Assistant Director in the Commercial & Place team.

He brings three decades of experience across both public‑sector client roles and private‑sector delivery, with a particular focus on PFI/PPP, waste operations, and security since 1994.

Most recently at Bristol City Council, Kam worked within the wider Procurement & Contract Management Service, overseeing strategic PFI portfolios in education and leisure. He supported the operation and management of PFI and other complex contracts, with deep expertise spanning the contract lifecycle—benchmarking, service reviews, mobilisation, facilitating high‑value change, and expiry planning. Kam introduced systematic utilities and insurance reconciliations, acted as the Authority’s Representative on major change projects, and led contract expiry planning.

Beyond his professional role, Kam serves the community through the Judiciary as a Magistrate and as a community adviser to Avon & Somerset Police. He also contributes to Bristol Sikh communities’ interface committee, helping to strengthen access, understanding, and networks across communities.

Kam is passionate about building the commercial capability and contractual confidence of the public sector, enabling clients to achieve better value and outcomes from complex partnerships—whether PFI, PPP, or other sophisticated contracting arrangements
