Lee Hannan has been involved in the delivery and contract management of complex commercial arrangements for more than 20 years, working across both private-sector delivery and public-sector client environments, including PPP/PFI.
He supports senior officers and members to strengthen commercial governance, financial control and value for money, particularly where legacy contracts or weak commercial disciplines constrain improvement.
He provides independent commercial challenge, options appraisal and assurance in high-risk settings. His pragmatic, solutions-focused advisory style strengthens decision-making and ensures initiatives are realistic, deliverable and measurable.
