Linda Raynor

Linda Raynor is a Senior Director and Head of the Regeneration Practice at Local Partnerships.

Linda is a Chartered Planning and Development Surveyor (MRICS) and a Member of the Institute of Economic Development (MIED) with over 25 years’ experience acting on behalf of public and private sector clients, leading on a wide variety of complex planning, development and regeneration projects.  She has broad ranging expertise including the preparation of masterplans, feasibility studies, undertaking financial viability appraisals, business cases, development funding and strategic joint ventures, delivery vehicles and stakeholder engagement.

Linda brings extensive experience in facilitating collaboration across local government departments and external stakeholders, enabling a shared understanding of objectives and securing consensus on strategic projects and programme priorities.

This experience includes support to West Yorkshire Combined Authority (WYCA) in the development of a strategic development pipeline and prioritisation of projects in collaboration with the five district authorities within West Yorkshire. At that time this work supported WYCA’s discussions when successfully securing their devolution deal.

She is also an Assurance Review Team Lead having advised on the progress of several major infrastructure projects and programmes.

Linda is passionate about placemaking and enabling public bodies to deliver positive and sustainable, social, economic and environmental outcomes.
